 Hi

one way of achieving this as below;  but you may end up re-design your CSS for your offices.

  • Configure two emergency partition EmerA_PT and EmerB_PT
  • Configure two CSS  - EmerOffice_A  and EmerOffice_B
  • Assign EmerA_PT to EmerOffice_A  CSS and EmerB_PT into EmerOffice_B
  • update all the phones in Location A with device CSS as EmerOffice_A and for office B number with EmerOffice_B.
  • configure Office A - security phone with DN 1111 and partition ErmerA_PT and office B - security phone with DN 1111 and partition EmerB_PT.

otherwise, you can also see the call manager feature emergency call handler as mentioned in the following URL - https://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cucm/admin/11_5_1/featureConfig/CUCM_BK_C7DC69D3_00_cucm-feature-configuration-guide_115/CUCM_BK_C7DC69D3_00_cucm-feature-configuration-guide_115_chapter_0110000.html

+5 to Shalid for correct guidance, just one addition there should be no need to add new EmerOffice CSSes as phones already have CSS assigned (I would assume), simply add the respective site specific Emergency partitions to respective site CSS.
