I had programmed (10) 7961 phones for another location, plugged each in here at the main office, made sure each came up and registered with the configuration.
Shipped them off to another location and 2 phones registered and the other 8 phones wont register.
There are other working phones at this other location, they are getting power, the switch ports are enabled.
They just keep showing 'configuring ip'.
Had the local users do one at a time, had them verify that the jack had a phone previously working it in.
Had them erase the CTL file and finally a Factory reset.
nothing changes, still will not register.
Any other troubleshooting steps that anyone recommends?

Try to provide manual configuration settings to one of the phones and see if that comes up or not. If yes, then you need to verify the DHCP settings, so as to make sure phones get IP address and reach out to the correct TFTP server.

1. Does the phone actually get an IP? I know you say its getting a configuring IP but until it gets an IP address it doesnt matter.
2. What does CDP show from your switch?

Found that we had exhausted our scope / IP addresses. Getting that resolved.
