CUCM 8.6 Messages to phones?

Is there a way, either by gui or cli, to send messages from the cucm server to phones?

If so, is it a blast message or individual phones/groups?

No, CUCM doesn't provide such feature, you need a 3rd party app to do that.

You can use Cisco Unfied Presence, it's maybe much much expensive but it will work.

Do you really think users going to send message using the keypad phone?

you could always use unity to send a VM to all users via a group message - not the same but close
