Hi Wilson,
The license overdraft is determined by Cisco and can be anywhere
between 5% and 15%, this is why your customer is slightly over the
5% we spoke about
Your Demo or NFR Lab license will be hard set @ 50 DLU's as
Nick nicely noted. It's another one of those quirky Cisco things.
Cheers!

Do you have a feature license installed? Was this an upgrade from a previous version of call manager ? I believe cucm will allow up to 5% overage of your total purchased amount for licenses so you can be in the negitive but only a certain amount. If you are way over start to look at devices that do not need to be in the system until you can purchase more.

Hi Nick,
The Customer didn´t upgrade CallManager. I understood in part your explanation, but, why the behavior occurred in the CUCM Customer and my CallManager not?
Thanks,
Wilson

As explained by Nick CUCM provides about 5% buffer, so that you can technically go below what you have, it is not documented anywhere, but it's there. This has nothing to do with upgrade, any CUCM will provide this buffer, so if you have 1000 DLUs for example you will in reality get about 1050 DLUs. Obviously you should get additional licenses as soon as you fall below 0.

Hi Wilson,
Sorry to "pile on" here
Nick and Chris are most correct here with their assessment (+5 guys!)
Cisco refers to this as License Overdraft;
INCREMENT PHONE_UNIT cisco 6.0 permanent uncounted \
VENDOR_STRING=1000 000BCD4EE59D 1.0 icFileVersion> \
HOSTID=000bcd4ee59d OVERDRAFT=50 \
NOTICE="20050826140539162 2 \
" SIGN="112D 17E4 A755 5EDC F616 0F2B B820 AA9C \
0313 A36F B317 F359 1E08 5E15 E524 1915 66EA BC9F A82B CBC8 \
4CAF 2930 017F D594 3E44 EBA3 04CD 01BF 38BA BF1B"
•No expiration date for this license exists as indicated by the keyword permanent.
•This license file provides 1000 PHONE_UNIT licenses.
•OVERDRAFT=50 indicates (5 percent of 1000) allowed overdraft. Cisco determines the overdraft value.
•The Cisco-specific fieldLicFileID identifies this license file.

Hi Rob,
I understood in part, but, my questions is: Why my CUCM don´t presented this behavior, when try add the IP Phone appear error message indicated that I need put more license? The value that appear in the CUCM my Customer have more that 5% overdraft
Thanks,
Wilson

I would assume that your call manager in the lab has demo licenses installed. I would also assume that the customer has modified the demo license with a feature licence and then the phone unit license which Chris added above. I think thats why you are seeing diffrences with the two call managers. I would recheck the licenses that installed and make sure nobody has been deleting licenses on the production call manager.
the reason I asked about upgrading the call manager version is because I know upon a major vesion upgrade if you dont have a feature license for that version, the license can show negitive.
