On a 99xx series phone, I can't see how to dial a URI.
The manual at http://www.cisco.com/c/en/us/td/docs/voice_ip_comm/cuipph/9971_9951_8961/10_0/english/userguide/P567_BK_UB293500_00_userguide-8961-9951-9971-10_0/P567_BK_UB293500_00_userguide-8961-9951-9971-10_0_chapter_0110.html#P567_RF_U43CE6A6_00 says to press the ABC softkey - but I can't see any ABC softkey. There's nothing mentioned in in Softkey Templates or Feature Control Policies in CCMAdmin. Nor is there nothing in Device Specific Information to enable URI dialing.
How do you enable URI dialing for IP Phones? (I'm on CUCM 10.5(2) )

Go off hook and you'll see the "A B C" softkey, not sure if it's in the softkey template by default, if not, configure it for off-hook state.

Which version firmware version are you running?
When you go off hook , don't you see any ABC softkey?
You can try to downgrade firmware to 9.3.1
