DID mapping with PRI

Dear Friends,

Need a help on DID mapping with PRI.

1. Phones are registered to cucm 11.5, we have 2 E1 PRI lines (Pri & Sec). Primary PRI is used for inbound calling and secondary is only for outbound calling.
2. I have configured route group and given priority to secondary PRI for outbound and it is working fine, but unable receive inbound calls.
3. It is an MGCP gateway registered to CUCM.
4. Phone are configured with 4 digits extension. (Example: 1000, 2000, 2999 etc.).
5. DID range is from 1000 – 2999 (two thousand DIDs).
6. I have created translation pattern for incoming calls 06411xxxx translating to xxxx.
7. When dialing out from mobile phone to DIDs call is hitting the gateway but I am seeing unallocated/unassigned cause code in q931 logs.

I am sure this is purely lack of configured issue, please guide me with this as to how I could achieve the above task.

Most likely a basic call routing issue, CSS/partitions

FYI there's no need for any TP, that's what significant digits are for.

share the following the debugs while make a test call.

debug isdn q931
debug mgcp events
debug mgcp packets

Also, share the calling and called numbers
