No. Phones will automally adapt to U-law.

Most phones, at least Cisco endpoints, would support both G.711 mu-law and a-law so Paolo is correct. If for some reason the devices involved didn't both support a common G.711 varient CUCM would invoke an MTP to interwork between them. A transcoder is not required for this re-packetization.
