9971 required a minimum of CME 8.6

Why are you even running CME 4.1 ? That is EXTINCT and should not be used.

I m Learning CVoice bro , using GNS3 , seems only CME 4.1 works there , 8.6 do not support GNS3 router

Why not rent some rack time from INE ? That would be better. No use of practicing on an outdated system anyways since a lot has changed since the 4.X days. You should at least have CME 10.0 or higher.
