E 164 dialing local numbers

Hi,
I have a situation where I am sending the local US calls in + E 164 (1+10 digits) format but the service provider expects to receive only 10 digits. If I send the calls to him in 11 digits we get a message that, send only 10 digits. How do we over come this issue ?
This may not be unique situation as some states , we need to send 10 digit for local calls and 11 digits for toll calls with the same area code.

You need to use transformation patterns on the off-net gateway/trunk to localize the values. If you have an NPA requiring 10-digit subscriber dialing, you can do it on the IOS gateway using translation profiles if you prefer. Typically this isn't feasible if you're in an NPA that offers seven-digit subscriber dialing.
