Ephone Template issue for 6961 phones

HI,

I am having an issue for applying Ephone template for cisco 6961 Ip Phones.My CME router is 2921 and version is 9.0.

My configuration shows below  :

ephone-template 1

softkeys hold resume Newcall Join

softkeys idle Newcall Redial Pickup

softkeys connected Hold Trnsfer Endcall

Exit

I applied the template to one of the Ephone

Ephone 2

ephone-template 1

restart

but there is no change after the restart.....

I am getting an eror in the cme like.....

can't open file system:/its/vrf1/SEPA41875F1995F.cnf.xml

Please help me for resolving the issue...
