Hi All, Does anyone know where I can find a list of which European countries allow toll bypass and which restrict it (like India)? I am having no luck finding the information yet. The only information I've been able to obtain is that Portugal doesn't allow it, but I still can't find any documents that say that, only word of mouth at this point. Thank you!

Note that there is a big difference between offering VoIP services (focus of the document linked above), and doing toll bypass within an organization, but without offering the service for resale.
The second is rarely (if ever) regulated. Notable exceptions, India, some Gulf countries.

I'm European, doing (also) business in Europe, and I'm not aware of any restriction.
