Hello,
I have a client CUCME/CUE system that utilizes FXO ports for outside public lines. We are getting a fair number of "hang up" voicemails (3 seconds into the voicemail you can hear the disconnect) as the FXO ports seem to take a few extra seconds to disconnect after the caller has hung up. I'm looking for advice or solutions on fixing this.

That is acceptable and within the realms of tone-based disconnection.
If you want better than that, upgrade circuits, prefeably to digital.

you need to ask on pbx side what is cptone, or try different cptones

I had that same problem using the Magic Jack to my FXO ports. Low loop current. When I switched to the Magic Jack Plus model, higher loop current, immediate disconnects. Now I have 4 Magic Jack Plus's going into my FXO ports. I hope your not using a Magic Jack...
