Are you sure the signaling is GroundStart not LoopStart?
Have you tried replacing the cable or swapping the tip and ring wires?

Yes, I am sure. I swapped cable, swapped and replaced FXO module. till call not detecting 2921 gateway.
still fxo operation state is down after shutdown the voice port

Can you provide "sh run", "sh diag" and "sh voice-port 0/1/0"

What is the port showing as in CUCM? Is it registered?
Is it configured with correct port on CUCM?

yeah, showing Registered. port is currect 0/1/1
when dial to particular port after connecting an analog phone. it was ringing

Hi chris,
are you there,

Sorry, I got busy at work.
One thing I would try because I've stopped trusting MGCP years ago for issues like these is to reboot the gateway as you would be surprised how often that solves MGCP related issues. If that does not work I would remove the MGCP control of this port to see if port status changes to correct state.
