I'd like to be able to be informed when UCCX switches which is the master due to a network flap or anything else. Everything stays running but I'd like a heads up to see what might be going on .
Any ideas?

We do have the critical services set but it did not trigger. We have been having some network issues so we suspect the reason for the failover is external to the UCCX but have not narrowed it down.

You can try doing remote syslog and look for stuff like this:
xxxxxx.yyy.com: May 09 2014 07:20:15.691 UTC : %UC_IPPAUTIL-6-BIPPA0005: %[ServiceName=IPPASvr][error Id=BIPPA0005][Message=BIPPA service on this computer became active.][ClusterID=][NodeID=XXXXXXXX]: BIPPA service on this computer became active.
Configure the Alarm settings for IPPASvr to send to a remote syslog server for Info level.
