What permissions do I need to grant to allow users to change their voicemail PIN from the Web Inbox > Settings > Passwords > Change PIN?
Currently, I get the following error message when trying to change it: This password cannot be changed. Contact your Cisco Unity Connection administrator for assistance.

The help desk role only allows password/PIN resets across all accounts while user administrator allow full add/change/delete of all user accounts.
Check Password Settings > Voicemail fro my the admin interface. There is a checkbox for whether the user is allowed to change it. You can bulk update to fix this at scale. Check the user template to prevent it happening on new accounts going forward.
