Some phones show the bluetooth option 5 in settings, some do not. All are 8841. Where can make an edit to enable bluetooth on 8841s.

Cisco 8841 doesn't have built in Bluetooth functionality. Only other higher end models such as 8845, 8851, 8861 etc. supports built in Bluetooth.
If you are looking for wireless headsets for 8841 then you can use Cisco Headset 561 and 562 with Standard/Multi Base Station. Or you can look for headsets from third party such as Plantronics, Jabra etc.

@ddiasio The Cisco 8841 comes in two variants: one with Bluetooth support and one without. If some of your 8841 phones show the Bluetooth option while others do not, check the hardware version—only the 8841 with part number CP-8841-K9 supports Bluetooth. If your phones are the correct model but still don’t show the option, ensure Bluetooth is enabled in CUCM (Device > Phone > Product-Specific Configuration Layout) and that the firmware version supports it. After making changes, reset the phones to apply the settings.

Are you sure the CP-8841-K9 has Bluetooth? I have a CP-8841-K9 on my desk, and it doesn't have Bluetooth

I echo @Vaijanath Sonvane that the 8841 model does not have Bluetooth. The Bluetooth-capable devices are the 8845, 8851, 8861, and 8865. Are you sure the model you see with Bluetooth is the 8841? If you don't see Bluetooth on the 8841, that's expected.
If you are referring to any of the models 8845, 8851, 8861, or 8865 in this list that show Bluetooth but the same phones from the same models don't show Bluetooth, I suspect the device might be an NR model, which does not have Bluetooth.
