I have a cme with 2E1s, one conected to PBX port 0/0/0 the other connected to PSTN port 0/2/0.
I can receive calls but, I can not call outside using de E1 connected to PSTN.
Here is some logs during the tests but I was not able to call outside to PSTN.

The switch is actually rejecing the call but no cause is given. Have you tried to place the call with national plan, there is more than one way to do that the easier is at interface level i believe.

Just configure numbering-type national under the relevant dial-peer.

Besides de type national, this is E1 has 6 GDN.
Could you tell me how to configure the CME for an extension to send his DID instead of the GDN.

First you configure a dialplan and did. The under PRI dialpeer configure a calling-number voice translation rune. Possibly the local number with area code will work.
Are you able to call out now?

I am not able to call out, even I added type national on dial-peer on pri e1 0/2/0.

If I understand correctly, the GDN would be five pilot numbers assigned to this PRI.
I don't understand the fixed correlation to the circuit number, but I see the switch selecting a channel in range for the GDN.
I do not see how the call is correctly routed to the wanted extension, as it seem that it goes to a data interface from your capture.
Anyway I understand that only these five numbers can be dialed from outside. Then you want make these pilots ring specific extensions, I think again a voice transformation rule should do that.
It does not seem that the 'non-matching' DID script would help you.
I do not know why you cannot dial after trying national and ISDN dial plans. At the minimum the switch should inform about what is going on but doesn't. One hypothesis, could be the channel order selection. Observe the order the switch select the channels for incoming calls. If is descending, change the order used by the router with isdn bchan-number-order ascending.
All failing is time to ask the telco ..

I talked to the telco staff, they said that I have to give from the CME from any call.

I have achieved 2 of 3 items the only that I can not make work is TYPE:NATIONAL.
I added the NUMBERING-TYPE NATIONAL on the dial peer.
