Is there a way to configure a Dial Rule or some other setting that would allow users to return calls to 10 digit numbers and have the system automatically add 91 in front of the number?
Currently, if we select a missed call number and press call, it says "Your call can't be completed as dialed..."
We have to choose "EditDial" and add 91 and then we can dial the number.
Is there not a way to automate this?
Seems like it's a Dial Rule, but I'm not sure
Any input would be appreciated!

Add 91 on calling number incoming direction from gateway Doing so all calls will be displayed with 91 and you can readial the number easily.
IF you dont want to see the 91 still there is option to do that, this has been discussed a lot on this Community and a quick search will give you the answers.

Recommend you to stay away from Dial Rules. Their a conception made up by the devil and should be avoided at all cost as they will cause you more bad than good.
As @Nithin Eluvathingal wrote it is better to modify the calling number inbound from your service provider so that it is correctly displayed on your devices and as such can be directly dialed from the various call lists. There are multiple options for how to do this. What you select depends on your specific system landscape and your needs.
