Can you please share some details in order understand what exactly is the problem
Call-flow ? where you phone registered to CME or CUCM, what error message you get you dial out the number?

the phone are registered in CUCM, I think they can be a config mismatch.

can you please post the show run from GW and also how your GW is controlled by CUCM (MGCP,H.323, SIP)

can you please make another test call inbound and outbound and collected below debugs
Debug isdn q931
debug mgcp packet
debug mgcp events
debug ip tcp transcation
also post the show isdn status

one thing need to confirm, is the switch type correct which needs to be same on the other side as well.
