Incoming calls not ringing in- CME site, equipment returning a fast busy signal to the carrier.

Hello,

We have a CME site with 2811 router and FXO cards. I am able to hear the ring but the phone does not ring. Internal calls work fine, outbound calls are fine. But phones not receiving inbound calls. Help please.
