Inconsistent CMC

Dear Folks, I am restricting few conf phones with Client Matter Codes... Why is the CMC is not consistent... With all the configs done... Route patter --> Client Matter Codes and the relevant CSS.... It works for the first time and stops working for the second time and takes the line through without prompting CMC. It's kind of inconsistent.. when I make a change and save and force a reset of the Route List and associated gateway and it starts working Please help..

What CUCM version, and does this only happen to conference phones??

The version is 8.6.2 and it happens with every other model too...
