informacast sends alert to subnet with pagingateway alert reaches phone thru multipath,(wireshark) mutes phone no sound, 7945g, some older phones work.
Take phone to anther building, update recipient list , send alert, phone gets text and plays audio.
same firmware on all phones in working and not working buildings, did i mention it worked before,

Try restarting the CTI manager service on cucm and if the issue persists then you will need the following for a test page to troubleshoot further:
Detailed callmanager service and CTI manager service traces
Packet captures from a working and non-working phone

text/audio gets to gateway at facility ( wiresharked gateway ) text / audio gets to phones working or not ( spanned port and wiresharked ) some older phones work 7945g not working site 1. take phone to site 2 with same setup phone works,
using route map not chi points for informant .
