I have a Cisco IP 8851 that is not Ringing. Even when you hit volume up or down to set ring volume you do not hear a audible ring like on other phones. All CUCM 11.5 settings look right such as “device ring”. Any ideas?

Hello Brian,
Can you check under "Directory Number Configuration" -> "Line 1 on Device XXXXX" that the Ring Setting (on Phone Idle) is set to "Ring" (if this is not the default option in your implementation).

Could you change it to ring to check if it makes any difference?
