I am facing a issue where some IP Phone are Picking Voice VLAN IP & some are picking Data VLAN IP...
don't know where to troubleshoot on Switch or at IP Phone ...or at AD server where DHCP configured

Did you check your native Vlan. I think this your native Vlan issue.
