IP Phones Setting locked

Hi,

I have a big issue with some of my IP Phones, settings button are locked even if it is enabled in CUCM (Phones register normally with CUCM but don't take modifications), I did a reset factory but the same issue.

I tried to change the FTP but after the reset factory it didn't take the new firmware and upgrade with the default CUCM one.

Seems like reset factory don't work or some parameters are still on the ip phone.

Check files for TFTP service and make sure default load files are the ones you want.

I already did that, and tried to change it for the phone in phone load but it still take the cucm and don't update setting when i change them (language, TFTP firmware,web access) everything is locked and can't access to chage settings.
