I want to enable web access for all IP Phones.
Only 3905 and 8831 IP Phones web access pages are working and some of the 8945.
9951, 7821, and 8761 all are not working.
I've checked every phone configuration, common phone profile, and enterprise phone configuration and the option is enabled.

yes, I have reset all the phones after changing the configuration.

Try manually resetting one of the phones or disable enable web-access on one phone and see if that makes any difference.
