is it possible to have CUBE generate ringback for all inbound calls regardless of whether the call manager behind it can generate ringback tone or not ? if yes how to configure CUBE to do so without disabling early media 180.

The short answer is no, normally CUBE doesn't have DSP resources, and even if it has them, an IP to IP calls doesn;t use them.
No DSP == No tone detection/generation.
However, if you the call flow goes thoutgh a TCL/IVR script, then it can be possible to play prompts to simulate ringback, or whatever you want.

If you want to write TCL/IVR script by yourself (not easy), you can read the documentation
