Just a question, if you have Local Route Groups enabled and a calling search space routing a international call differently, which one takes precedence?

CSS will drive which route pattern is selected and if Local Route Group is going to be used. Basically:
Phone CSS points to Route patterns based on assigned Partitions
Route Pattern points to RL, the RL can be one that uses Local Route Group
If that is the case Local Route Group defined in the phone's Device Pool will be used
You can absolutely combine local route group routing with regular explicit RP/RL/RL, basically some Route Patterns can point to Local Route Lists/Group and other don't have to. If certainly fits in some deployments as I have don't it quite a few times.

They are totally different things. Local route group helps you select a local gateway based on the RG in your device pool. CSS is CSS
