Can you please make sure that you are entering the correct Domain Name while adding the MGCP gateway on CUCM that you are getting in the output of show ccm-manager
Refer below to review your configuration again:

We need a few more things. Please post a "sh run" as well as a screenshot of the gateway page in CUCM.
A few pointers you can check in the meantime while you post the info:
1. Ensure you have "service mgcp" under the pri-group timeslots configuration. i.e:
controller T1 3/0
framing esf
linecode b8zs
pri-group timeslots 1-24 service mgcp
2. Ensure you have ccm l3 binding under the serial interface of the PRI.
nterface Serial3/0:23
no ip address
encapsulation hdlc
isdn switch-type primary-ni
isdn protocol-emulate network
isdn incoming-voice voice
isdn bind-l3 ccm-manager
no cdp enable
3. Check the "domain name" matches on the gateway page in CUCM and the router.
4. Do a reset on the gateway page and the "no mgcp" "mgcp" on the router.
99% of the time if you follow those 4 steps above it will work, assuming the rest of the mgcp config is correct.
Thanks,
FG
