Migrate (change firmware) 7821 industrial SIP to MPP without licence?

Someone let me know please, how to possible migrate 7821 industrial SIP to MPP without licence?

I read this document

You can't, if you wish to go from MPP to Enterprise or viceversa, you need to pay for the migration license (unless your support contract/subscription has those included).

If there's no license, you cannot migrate.

Have you reviewed the PDF OP mentions, or the information from upgrade.cisco.com already?

I used the upgrade.cisco.com site.

The step2 here: Upload the licence.

The phone upgraded to 12.5(1)SR3 firmware.

But I'm able upgrading with my local TFTP server also.

OP mentions?

I asked Cisco customer service, but they didn't talk to me. Only a partner sells a license, but it is not said who.

My company is too small to FLEX partner program. Pfff.

But, my question: need licence to migrate? Have any option? 

If the answer is yes, exactly need licence, I'm happy.
I don't want bypass the procedure.

The PDF you referred explains what to order on CCW, have you tried that?

But necessary the licence.

I don't know, how to setup to Huawei SIP server.
The Cisco SIP phones download the configuration from TFTP server.
Necessary DHCP server settings.
Please read the Cisco SIP provisioning guide.
