Phone 7821 not getting IP from voice VLAN

Hi ,

I have an issue on cisco ip phone 7821 model only. There are more than 20 phones(7821) connected  to  cisco 4503-E switch. These phones are not taking IP from Voice Vlan . even we tried to give manual IP (Voice VLAN) to the phone and it is not getting registered and ping also unsuccessful.

But, once switch port is given  switch port access vlan <ID> phone get IP from the ID which we give. Even if Voice VLAN ID given to (Sw port acc vlan ) it get registered.

Please suggest why phone not getting IP from sw port voice vlan <ID>?

Is there proper DHCP scope defined for the voice vlan?

Is CDP properly enabled on your switch? Do phones show up when you issue "sh cdp neighbors"?

Yes, DHCP scope defined for voice vlan. because there are other phone model (ex:7965 ) working fine to this switch ports. It takes IP address from voice vlan as  DHCP scope.Only 7821 having issue.

Is CDP properly enabled on your switch? Do phones show up when you issue "sh cdp neighbors"? 

Yes , we can see the all phone MAC address(Include 7821) by giving "sh cdp neighbors".

What we find more on this is, when we give voice vlan only in switch port and give shut and no shut .. phone get registered. after that we can give access vlan for data and PC will get data IP same. So unless until we unplug the phone both device(Phone and PC) works fine.  Once we unplug and reconnect phone will not get an IP but PC works.
