TAPS is a commonly used method for the bulk provisioning of phones in an enterprise. It is used alongside the BAT in order to provision new phones in the enterprise. For example, if you must add 10,000 new phones to an enterprise, you have these options:
The best way to replace large amount of phones is to use TAPS along with BATS provided you have UCCX.

We dont have UCCX .Please advise, how to export cucm data (name, extentions, partitions) to CSV file for new phones instead of typing one by one.
Thanks

Hi
+5 Java.
Navigate Bulk Administration --> Phone -> Export Phones and choose "all phone details"
In this way you have all the info you need about ip phones to substitute and you can manipulate the cvs files to than reimport it with new phones.
