Phones show Not Found on Pub but are registered on Subscriber

Running CCM 4.1(3) SR2

OS 2.7SR8

When I do a change to a device, the replication does work. The change occurs at the subscriber. There are 3 Subs, phones registered on other subs do show Registered on publisher. Only phones registered on one of the subscribers show Not Found on Pub. I've been trying to solve this issue for some time now.

On the Publisher try restarting the RIS Data Collector service and the Database Layer Monitor service.

I tried that. No sucess.

I selected the subscriber on the control center. Restarted both services, that worked. Thanks.
