QOS for Specific IP Phone

Is it possible to have a certain IP phone take priority over all other phones when utilising bandwdith?

Yes with the use of MLPP though this feature is rarely used outside of military installations. There isn't a good way to do this with QoS alone since you would have to remove normal calls from the priority queue.
