When I called any number from Orange tunisia (For Example +216 50 xxx xxx , +216 51 xxx xxx , +216 52 xxx xxx , +216 53 xxx xxx , +216 54 xxx xxx or +216 55 xxx xxx).
The Cisco systems 2800 series blocked this request .

Please provide more details:
If this is CME then you need to share the running config.
DO you have debugs for a failed call ( "debug ccsip messages" & "debug voice ccapi inout" )?
Are other calls working to PSTN?

all calls except orange tunisia work fine

Please provide a maximum of information about your deployment.
You insisted on the operator to which calls are not working which is secondary, you forget the essential like
- what kind of PSTN access do you have ? Analog lines ? PRI ? SIP Trunk ?
- you running-configuration
Please attach them for further help. Because only very few Tunisian people who would be interested in the name of the problematic telco and their numbers. This forum is international and don't expect from them to know *Orange Tunisia*. This information doesn't help at all.

the response for your question is simple. I was not able to call orange tunisia number. This the test that I did.

With that kind of response to technical queries you can either expect no further assistance or keep looking for solution forever even if someone is willing to answer. I hope you understand how troubleshooting happens in VoIP, it is a methodical approach, doesn't work on layman explanations.
