Don't forget about admin changes not being able to be made during pub unavailability, also access to CCM user pages.

@hythamhada, actually - CfwdAll works just fine when the publisher is off line.

In regards to EM (and other services). I typically recommend using CNAME records for these services or DNS-RR or SLB to provide failover capabilities for XML phone services. There are a variety of options for every budget.

As Chris said this information is in the SRND. You can search for the phrase "publisher fail" or you can go to Chapter 2 page 2-21. Here is an excerpt:
Database modifications for user-facing call processing features are made on the
subscriber servers to which the IP phones are registered. These features include:
• Call Forward All (CFA)
• Message Waiting Indication (MWI)
• Privacy Enable/Disable
• Do Not Disturb (DND) Enable/Disable
• Extension Mobility Login (EM)
• Monitor (for future use; currently no updates at the user level)
• Hunt Group Logout
• Device Mobility
• CTI Certificate Authority Proxy Function (CAPF) status for end users and application users
• Credential hacking and authentication
Each subscriber replicates these changes to every other server in the cluster. Any other configuration
changes cannot be made on the database during the period when the publisher is unreachable or offline.
The list of features (bullet list) WILL CONTINUE TO FUNCTION during a publisher outage. Other config changes will not.

this is main server for phones...
main is tftp and cucm service...!
and would be some recommended services...that hsould be on..if sytsem down those would be down..!
you can check from the seconday server...

What service are you referring to? The question was about what is unavailable when Pub is down, the main service for phones as you point out is the callmanager service which can run on any CUCM server, however should be primarily run on subscribers, in fact in large clusters you should not even start it on the pub.
