im experienceing strange issues where some phone that share secondary line with another phone wont ring or make calls , strangly enough the main first line is working normally , when i reset the phone it goes back to normal but the number of phone affected is rising , bear in mind i made a restart to the cucm publisher before more cases started to happen but it happneded before the cucm restart? please help

What is the IP phone' model and it's firmware & cucm version ?
Can you try to upgrade/degrade firmware on few phones and check, it seems issue is related to phone's firmware OR cucm' bug.

cucm is 10.5.1.10000-7
multiple phone models are affected unfortunately like
Cisco 7960 firmware P0030801SR02

If the issue gets fixed after a phone reset then this is likely a bug and you should collect the detailed callmanager service traces for a call/phone affected by this issue. Do check the basic things on cucm like database replication status and the outputs of the following commands
show status
utils diagnose test
utils core active list
