I have a CP-8945 VoiP phone that was previously used. I was able to change all the information for a new End User. I'm able to ping and type in the IP address and it is registered on the CUCM but it still shows "Registration in progress." Any ideas? What else did I miss? Thank you.

Try with doing a reset of the security settings on the device. It could be an issue with old ITL file information stored on the phone.

I did a reset on the security settings and did a reboot and nothing has changed.

Assuming this is this an on prem phone, not going through Expressway....
- if you navigate on the phone to the settings button (cog) > admin settings > status > status messages, is there any error reporting that is helpful?
- go to admin settings > network > ethernet and select the correct IP option for the network. Review the settings...is it getting the DNS servers, TFTP servers, etc. it needs?
- in CUCM, did you configure a primary directory number?
