I am running CUCME 4.1.
I have voicemail running on an asterisk box (through mwi-server in sip-ua).
I have added a SIP phone to CUCME, with the following below.
When the client is connected to CUCME, it sends the call to voicemail with
no problem.. When it is not connected, it does not and returns 408 which
results in a congestion tone to the SIP trunk and invalid number to SCCP clients
calling it.
How can I get CUCME to treat the call in the same way it does if calling a SCCP
phone whilst disconnected, sending it to voicemail as busy?

That seems to work (though documentation says the commands been removed).
It only seems to work after the sip registration has expired and only sip-to-sip.
sccp-to-sip still gives an "Unknown number" message.
