I used the following code to add speed dials (more than 10) to the Cisco phone 8861 using the enhanced line mode so it has 10 lines.
<soapenv:Envelope xmlns:soapenv="http://schemas.xmlsoap.org/soap/envelope/" xmlns:ns="http://www.cisco.com/AXL/API/14.0">
<soapenv:Header/>
<soapenv:Body>
<ns:updateDeviceProfile>
<name>Test Device Profile</name>
<speeddials>
<speeddial>
<dirn>7926</dirn>
<label>Nick Fury</label>
<index>1</index>
</speeddial>
<speeddial>
<dirn>7101</dirn>
<label>Nick Danger</label>
<index>2</index>
</speeddial>
</speeddials>
</ns:updateDeviceProfile>
</soapenv:Body>
</soapenv:Envelope>

If the phone doesn't have 10 lines, then it will show up on the display up to the free space the phone has. If the phone have 10 lines already, then it will not show up at all. Furthermore, for both phones, when you press the down button to display the speed dials, it doesn't show up at all. Even without showing up, you can do abbr dial only when the handset is on hook.

If the AbbrDial softkey is not showing up other than on-hook, that is a softkey template issue. You should be able to add AbbrDial to the "Digits After First" Call State.
When you check CUCM on the device, is the Speed Dial showing up in the "Unassigned Associated Items" on the left towards the bottom?
Would your organization be interested in using KEMs for more speed dials?

The AbbrDial softkey does show up but gray out.
The Speed Dial does show up in the "Unassigned Associated Items" and in the related links "Add/Update Speed Dials" page in CUCM.
We probably don't want to using KEMs since it takes up more desk space.

Is the AbbrDial softkey still grayed out after you dial the entire SD index number? For instance, if you have a Speed Dial #23 the Abbr Dial should light up after you hit both the 2 and the 3.

Yes, it is still grayed out after entering the speed dial number. It is only when the handset is off hook.
If is on hook, enter the speed dial number, select the next page, I can press the abbr dial.
