How can I fix this problem ?

That doesn't seem to be an option, if you try to change the phone button template for a 7960 SIP device there are only lines available to choose.

There isn't a speed dial option on SIP phone as shown in image

Hi Ahmed,

Standard 7906 SCCP and Standard 7906 SIP

The Standard 7906 SCCP and SIP templates use button 1 for line 1, makes button 2 configurable as the Privacy softkey (default specifies None), and assigns buttons 3 through 6 as speed dials. The user accesses speed dials from the Directories menu or the Navigation button on the phone.

Check the phone button template assigned to this phone.

Hi there

Seems to be Cisco does not support Speed dials with SIP loads. I have personally verified CUCm 10.5 and 11.5.

There's been a couple of old posts about the same issue. Trying SCCP instead could be your best bet.

Hope this helps!

Cheers
Rath!
