Yes CME licenses are required.

Try using the telephony-service sertup and check maximum supported phones (max-ephone ?)

and then check show telephony service, which will give you the details of the CME version running on that if available

There is nothing additional you need for CME as that is built into the IOS, however in order to use CME legally you need CME licenses which are interchangeable with SRST licenses.  If you own those (they are paper licenses not applied anywhere) then you can use the router as CME.

Check out CME admin guide for further directions, i.e. configuration, phone firmware files management, CME GUI (if desired), etc.

how do i check if it have the UC feature?

Issue the command : show license feature

You can use the show license feature and show license all commands to check whether the cme-srst feature is turned on in the router.

You will need to activate the uck9 suite if these features are not enabled. This can be done using the licence boot command under global configuration

Use the show license feature command to view the software packages and features supported on your router

https://www.cisco.com/c/en/us/td/docs/routers/access/sw_activation/SA_on_ISR.html#pgfId-1097551

Look for table 3 Technology Package Licenses Supported.

Hope this helps ;)
