whats the difference between CSS of phone and CSS of line. Which CSS supersedes?

First the line CSS is checked, if there is no match then the device CSS is checked.

That's for phones, VM ports and CTI ports it's the other way around and it's not that they check the CSSs.

A final CSS is created by combining both, for phones, line CSS partitions in first place and then device CSS.

If a partition is in both then it uses the one from line CSS.
