Do you know if there is a way to give access to CCX for say a manager but with restricted access

We want to give managers the ability to be able to change teams/skill level.

Yes, supervisors can access UCCX and manage all or their teams only, such as manage skills, CSQs, etc

How do i set it so they only manage their teams?

In Admin page go to System -->System Parameters --> Supervisor Access  change to "Access to supervisor's teams only"
