We are moving Unity connection publisher from one DC to another DC
As the subscriber will be up during the move, will it sync the date to publisher once it is up in another DC?

Hi,
Once you’ll change the AD settings on your UCnX publisher, it replicates the config to the sub so they’ll both have the same AD to sync with.
From the same menu you can sync users or define the synchronization schedule.

All the functionality will work except you cannot add new users via LDAP. When a publisher is back again it will sync the data from the subscriber like new voicemail etc.

Yes, when your CUC Publisher is up and running normal in another DC and when CUC cluster is in good status then CUC subscriber will sync all the data with Publisher.
If you are doing IP Address change on CUC Publisher as a part of the move then make sure to follow all the instructions as per Cisco documentation.
