Please help,what is the next step when the phone 7962g does not upgrade on the debug event tftp is showing the message below:

You most likely need to go through an intermediate firmware upgrade as the default load cannot go directly to your default load on CUCM.

Hello,
What does the term62.default.loads file contain? Can you please pull that out of the router and paste the contents here?
Often, if the term62.default.loads file does not point to the firmware that is located on the router/tftp server, the phone will not upgrade. What firmware are you trying to upgrade the phone to?
Have you also made sure that the configuration file has been created on the router?

As Chris has mentioned, please check the current firmware of the 7962 phones. You are trying to go to 9.1.1 and if you are below 8.4/8.5, you would need to upgrade to them first as they are the intermediate firmwares.
As I had requested, you can see what the term62.default.loads says by pulling it from the router and checking its contents. The phones are doing to download the firmware that's mentioned the in the default loads file.

Ok so the default loads contains the 9.1.1 firmware. What is the phone's current firmware version?
You can do a factory reset to make the phone download this term62 default file and then download the 9.1.1 file correctly.

I loaded these files below and work fine. My aim is to be able to downgrade and upgrade the ip phones software,but most engineer's recommend the CCA , I cn't use CCA on 2900,3700,2800 series routers. It support small business routers like 500 series router. Thank you guys for everything!
