I received an old call manager server 4.1. when calling a particular extension there is a fast busy tone I tried removing the number completely from CallManager and then adding it again but the same results.
I removed from unassigned dn but the same issue presists.

is the phone with that extension registered? try putting it in the same partition and css as the calling phone and try again

yes the phones is registered and it shows the ip, I did put in the partition and css both still.
What I see weird is one the phone is added it goest unassigned in the route pattern plan
