Can anyone please help me out what What CUCM, CME version were thier in the year 2003 to 2008 ?

Correct, this is why I said you need to look at IOS download page (or release notes) to see when each one was released, for example IOS in 2008 was 12.4.15T based on:
https://software.cisco.com/download/release.html?mdfid=279120819&flowid=7541&softwareid=280805680&release=15.1.4M12a&relind=AVAILABLE&rellifecycle=MD&reltype=latest
which corresponds to CME 4.1 per the matrix.

I started working with CUCM on 2006 and we had 3.3.4, 3.3.5 and just started 4.1(x)
2008 it was probably CUCM 5.x
Not even sure if there was a CUCM back on 2003, or if it yet to be acquired.

You can check when a specific IOS version was released by browsing the IOS download page on CCO, and reference the following IOS versions showing CME version it includes:

I missed the question about CUCM, and only responded to CME. Again, look at release notes for each version date stamp.
In 2003-2004 I worked on CUCM 3.3, 2004-2005 CUCM 4.0/4.1, late 2006 is when 5.0 came out, yet 4.2/4.3 was the windows track being developed. After that every 18 or so months new major release was out.
