If you managed to get the license for CUCM you likely would have a service contract. From cisco.com you can get the installation ISO via the tool that was named PUT, it’s named something else now, what I’m not sure about.

what you mean by CUCM 3000.
Cisco Business Edition 3000 got EOL last year.

You get non bootable files from cisco.com, which we use for upgrade purpose.
If you have placed order with Cisco for CUCM,You can download bootable image using the link @Roger Kallberg mentioned

From download portal you can download non bootable file which we use for upgrades. If you are looking for a fresh installation you can download it from MCE portal.But its possible if you have placed an order for CUCM.

What are the exact products that you ordered? Or the exact part number of the licence you received?
