Hello.
CUCM + IMP 11.5, windows jabber client 11.9. NO Unity server.
I enable decline button, but he's not work, exactly like in this article in part 2 article https://www.cisco.com/c/en/us/support/docs/unified-communications/jabber-windows/200120-Troubleshoot-Call-Decline-Issues-in-Jabb.html
I make do that
1. Create new part
2. Create new CSS and add part to him
3. Edit Voice Mail Pilot Configuration add CSS
4. Edit Voice Mail Profile
5. This profile is default, i dont add him to all DN.
6. Add this profile to SIP trunk to IMP
7. Set in al DN settings like that

Do you have the Voicemail Profile set on the Directory Number of the phone that you are testing with?

I not set this parametr, i use defaul profile.
All DN have a same settin.

Yes that is the one I mean but unfortunately I do not think it will solve your issue.
I have just tested this on a cluster running 11.5(1)SU3b (CUCM) and 11.5(1)SU3a (CUP) and Jabber 11.8.5 and the decline feature works if the default Voicemail Profile is chosen.
I would try installing Jabber 11.8 and seeing if that changes the behaviour.

Sorry I forgot to say that I do have a Unity Connection server in my deployment
